It means God the Son truly became human in Jesus Christ without ceasing to be God.

God with Us in Flesh and Blood

This is sometimes treated as poetic symbolism. Christianity claims more: real embodiment, real history, and real solidarity with human suffering.

Because of incarnation, God is not distant from our wounds. He comes near, dignifies embodied life, and meets us from within our condition.
